The Department of Early Intervention and Special Education Services (DEI/SES) is committed to building and sustaining an integrated organizational structure that is based upon the principles of collaboration and shared responsibility. The Division is organized by five branches: Policy and Accountability, Performance Support and Technical Assistance, Interagency Collaboration, Resource Management, and Family Support and Dispute Resolution. 

Education for students with disabilities is a collaborative effort among local school systems, education advocates, and legislation adopted by the Maryland State Board of Education, with families as key stakeholders in the teaching and learning process. Maryland Learning Links has been created to serve as the MSDE, DEI/SES’s one stop shop website designed to inform and support all stakeholders. Visit their website at www.marylandlearninglinks.org

Technical Assistance Bulletins

The MSDE Family Support Section of the Family Support and Dispute Resolution Branch, responds to parent inquiries, assists parents with navigating Maryland’s early intervention and special education systems, and provides parents with school system resources.
